Overview

The Facilities Infrastructure Project Engineer is responsible for the coordination, installation and replacement of building infrastructure systems and equipment. This position will also be accountable to manage small scale renovations and space modifications. This position will provide technical expertise for building infrastructure systems and identify opportunities to maintain and improve the reliability of existing facilities infrastructure systems. Responsibilities will include analyzing mechanical, electrical and plumbing systems; to including heating, air conditioning, ventilation, heat transfer, refrigeration, electrical distribution systems, medium voltage electrical transmission, and building automation systems. Position will provide technical consulting services to facilities maintenance and project groups on a wide range of facility systems and structures, including specification development and staff training. Provides engineering support in the development and implementation of energy reduction programs. Position serves as technical advisor regarding reducing energy usage in Cone Health owned buildings. Position will coordinate with the appropriate internal departments, contractors, and external agencies. Position will also assist with and coordinate interior designs, furniture and equipment, signage, technology infrastructure, IT and move-in/occupancy.

Responsibilities


Project Management:
? Prepare engineering recommendations for equipment upgrades, adjustments, and replacements.
? Possess strong analytical and diagnostic skill for planning and developing resolution to chronic systems failures.
? Perform root cause failure analysis of systems and equipment.
? Analyze data and develop cost analysis for both long- and short-term replacement strategy.
? Prepare detailed condition assessment of facilities and infrastructure, including replacement versus repair cost analysis.
? Map building and infrastructure systems including the development of diagnostic procedures.
? Conduct facility audits, including physical testing of HVAC and electrical systems, data gathering, and system analysis, to achieve optimal facility operation.
? Perform energy Conservation analysis and make recommendations regarding energy consumption considering the related mission of sustainability.
? Assist with overall project documentation and reporting including electronic documentation management systems and project management software.
? Assist with project close-out process including review of punch-lists, and Operation and Maintenance Manuals
? Provides leadership as the designated representative at project meetings through all phases of the project.
? Assist in developing scope for new/replacement infrastructure assets and program needs and space planning for new construction, or a property or department?s expansion and/or renovation.
? Develop accurate estimates, and then final budgets, for entire project budgets. Work closely with team members including tenant/departments, construction management, IT, and appropriate vendors on design, construction, equipment installers.
? Ensure compliance with Cone Health standards in every aspect of the project including scope, definitions, contract documents, design, drawings, and construction.
? Apply effective project management methodologies and techniques of construction project management. Completes projects by the Rules and Regulations governing hospital facilities as required by The Joint Commission, CMS, DHSR, OSHA, and other AHJs (Authorities Having Jurisdiction).
? Conducts Preconstruction Risk Assessments (PCRA) and Infection Control Risk Assessments (ICRA) prior to construction start. Ensures appropriate and complete implementation of appropriate infection control precautionary measures and Interim Life Safety Measures (ILSM). Coordinates with Infection Control, Facilities Management and Safety Management Departments.
? Inspects projects/construction sites on a regular basis. Plans and coordinates project related disruptive activities that impact operations. These include, but are not limited to, utility outages, noise, vibration, dust, etc.
? Identifies building mechanical and electrical problems impacting energy consumption utilizing all available systems and tool; analyzes heating, cooling, ventilation, controls and lighting systems to determine optimum operating conditions.
? Performs energy calculations using spreadsheets and energy modeling software to determine energy savings associated with each FIM.

Project Administrative Duties:
? Review and approve all pay applications, invoices, etc. for authorized work and assure proper payment of same.
? Assure completion by contractors and other vendors as applicable.
? Establish and maintain applicable project files, both paper and electronic, as needed.

Project Communication:
? Track and report assigned projects? progress with respect to schedule and budget.
? Communicate and keep all key stakeholders informed, so that projects are completed on time and within or under budget.
? Provide regular (typically monthly) progress or budget update meetings and perform monthly, quarterly and year-to-date cash flow information for each project.
? Comply with and support organization and department policies and procedures.
? Maintain professional competency according to department policy, procedure, and protocols.

Documentation and Databases:
? Manages the repository for property construction drawings and close-out documents after construction. Updates respective drawings including life safety and as-built drawings as needed.
? Manage information (adding and updating) in various Project/Construction lists and databases including Property Condition Assessments (PCA).
? Obtain asset inventory on new and renovated projects and updates asset information in CMMS.
? Assist with maintaining design and construction standards and ensuring they are adhered to in projects.
? Oversee post construction close-out (including receipt of related documentation) and turnover.

Project Development:
? Assist with capital project development, for Cone properties, including scope, pricing, scheduling, and implementation.
? Assists with preparation of Cone Facilities department operating and capital project budgets.

EDUCATION:
Required:
Bachelor's degree in engineering, Construction Management, or equivalent field of study
Preferred:
None

EXPERIENCE:
Required:
5+ years? experience in facilities engineering and infrastructure project management in healthcare or industrial settings (Pharmaceutical or Institutional). Strong understanding of building energy conservation principles and techniques.
Preferred:
10+ years managing healthcare facilities infrastructure and renovation projects.
